How does FO4 leveling work on a technical level?

I ponder about this for some time but did not find an answer. (google)

 

What i am looking for and perhaps making a mod, how one can archive a leveling system that also knows to take away or degrade level earned.

Early on i found a mod, now forgotten, that stops leveling.

Though for degrading characters i always found it annoying that no matter what you level up.

The sad part is, i am not sure how that can be archived what i am thinking. Maybe it's impossible.

If there is already a mod that does that, please share. Otherwise i will see what i can find how stats are earned and let you gain level.

Well, i found my answer. Kind off. It seems to be hard coded into the game. So you can't change it easily.

But you can supposedly change it in the perks. Now, i did look into that but did not find my keywords i was looking for like location for example. I think i may have looked at the wrong place.

Anyway i found a mod that kind of does what i want.

The premise is to gain xp with sex. So Doridos Sex Experience is a start. At the same time you want, depending on your personal game play, not gain experience for discovering a location or other things like speech.
Level Cap this mod is more hardcore as it just doesn't allow you to level up. I rather would like to have it that it prevents certain gains like location xp. But it's good enough for me.
