Paper Bags over Heads

Hi Fellow Simmers,

                               When Sims enter my home for a visit or as Clients they wear Brown Paper Bags over their heads the whole time. Can someone please come to my rescue ????

I am so Frustrated.

That's probably a neighbourhood action plan (or NAP) in action right there.

With testingcheats enabled (WW does this for you automatically, otherwise hit Ctrl+Shift+C and enter "testingcheats true"), shift-click on the mailbox of your Sim's house or apartment and you should see options for enabling and disabling NAPs, both with a little checkmark next to them. Pick the one for disabling NAPs (I have the German version of the game, so no clue what exactly this option is called in other languages) and select the one for the paper bags to instantly get rid of it.

Also, in the game settings, there's a section for pack-specific options, including one to disable NPC voting for NAPs. As long as you don't vote for NAPs yourself, this will prevent any new NAPs from popping up.
