I could think of three possible reasons:

(1) They both simply have the same outfit, i.e. Scarlett has the Harley outfit in one of her slots. If that is the case, you can see and change it in CAS.

(2) Harley is famous and has that perk to be a style influencer or whatever it's called. That'll make her fans copy her outfit, but it shouldn't replace any of the CAS outfits, unless EA broke something again. Once Scarlett changes her outfit, everything will be back to normal.

(3) These outfits have the same ID, causing the game to mess up and give the Harley outfit to Scarlett. You can fix the outfit IDs for all of your Sims with Scumbumbo's Outfit Tools (https://scumbumbomods.com/#/outfit-tools-copy-any-outfit/) and I think the ww.fix command might also do that for you.

ok so for the future people who might find this topic...

the perk is called "trailblazer" and to get rid of it you can do a celeb clense via your phone (its under the hammer icon)

THANK YOU Crashdown117!

THANK YOU Crashdown117!

And thank you for the reminder that a celeb cleanse also gets the job done. It's much easier to do this way and also less prone to errors than fiddling around with console commands.
