I think all agree this needs to be  a settlement workshop item in some form

God we need a patch to make this place-able in settlements but also repeatable & randomizable. And maybe compatibly / integration with Bound In Public.

This would be an instant hit to have it buildable in the workshop menu and integrated with BiP as well.
