I know such a mod exists, I just can't find it. It's a blank addon to use so not every woman in skyrim gets a penis.

That wouldn't matter. The percentage only works if it has at least two addons to work with, also considering gender. With one mod for females, even set to a low percentage, it will still apply to every female NPC in the game, since there is no contrast.
