im wondering if anybody knows if theres a mod that removes the bras in certain outfits such as the bra from the transparent button up from the magic expansion or bra from the open jacket in the island one or can i request it as a potential mod idea since i suck at modding

As long as one can simply make something transparent it is easy to hide parts of the outfit. This might work for the straps.

TS4 uses one single mesh for the 'UPPER_BODY' you select in CAS. Everything you see in CAS as the upper body is one thing, including the arms. But as soon as some part of the mesh needs to be removed it can't simply be removed. It has to be replaced by a nude body mesh and this makes editing existing parts a pain. Don't expect that a mod will ever do this.
