New mod map areas?

Why are there no new mod maps? like new 'worlds'?

is it impossible for modders to make new maps with empty lots?

It's one of the feature that sells expansions. Guess EA maked it almost impossible for that.

that's a bummer. i figured if u modders could make them there would be tons. too bad.

the tactic works tho. looks like i'll need to buy the packs with new maps just to get more lots!
