[Request/Idea/wishfuldreams] Bringing Rapture to the Commonwealth (a submerged or sunken commonwealth overhaul)

Basic idea.:

 

The great war altered the geography so much, that in time water levels rose, submerging great portions of the commonwealth.  This created a scarcity of land, and an even greater scarcity of land that would be plant-able.  Survivors took to repurposing the occasional cruise ship or cargo container (libertalia for example) or engaged in bloody conflict for control.   Survivors were ingenious, they found ways to adapt to a more aquatic level, from repurposing powerarmor into massive diving suits, to scuba equipment and even injections which aided their ability to operate underwater.

 

the commonwealth (or a large percentage) is now submerged.

 

Technicals:

     In the creation kit-  if the  X axis is forward or reverse, Y is left or right, im guessing Z is up or down.  To that end, I had someone check some Z values in creation kit of some random points.  This also assumes  Z values for the map are universal- (all related to teh same "0" on the x/y/z plane.)   But here are some values.
        Sanctuary Bridge  Z-7534

        Abernathy Farm Gate Z-7420

        Airport bus     Z 636

       Bunker hill    Z 788

       Castle   Z 784

       Good neighbor Z 788

       Virgils Lab Z 9915


Objection:

So the noticeable issue with submerging all the map is that,   it interferes with everything.   How is there a raider standing at the bottom of the ocean, without scuba gear on?  How does all this electricity work underwater and not fry everything or short out?

Solution:
If i understand Z values correct,   what would happen if ported in the map from bioshock (unreal engine3?)  and set water to a height of Z 600.00?    Would this be a happy medium between a fully submerged commonwealth and "nothing"?
