I would expect that setting the default walkstyle to the werewolf walkstyle may work. Anyhow I'm still waiting for a 50% sale so I'm not in the mood to test it.
In case you are interested and want to install the High Heels mod (link below) you may use cheat commands to set the default walk style for a sim. This will not always be respected as TS4 may choose to select different walk styles for shorter ways.
