I recently started getting this message when two of my sims were trying to have sex.     Wicked Perversions Prostituition rules blocked sex.      they have had sex before so just not sure. maybe because hes a client of the prostuite roommate?     its never stoped it before though

Most often, this happens due to the relationship score between two Sims not being high enough.

Let's say that the threshold is at 80% of the pink romance bar (I don't know if this is the actual value, but it's definitely somewhere in the upper range), then at 79%, Wicked Pervs will block sex because prostitute Sims don't do it for free with partners below the threshold (unless the prostitute Sim is the one who initiates sex). This means that if the relationship between two Sims is exactly at the threshold value, one awkward conversation or argument might be enough to "flip the switch" in either direction.

If you want them to have sex, you can either make sure that the prostitute Sim is the one to make a move, or you can max out their relationship (both bars, ideally).
