I've been looking for months but there's nothing you can do to add bigger breasts as an accessory or something similar for a character with no to small boobs.
does anyone know if there is a way besides pokies because they don't work at all

 

I need it more so to make a character have bigger boobs in certain outfits as in have no boobs usually then have bigger boobs in a certain outfit

Your best bet here is to use breast sliders in CAS.  I use one of the three breast sliders from the Heavy Boobs mod.  It works great.  I also use a breast separation slider.

 

You have to go into CAS anyway to change a Sim's accessories so it isn't any harder to use a breast slider and change the Sim's breast size and shape.

 

If you go into CAS before loading a household to play, use the following console code to enable changing the Sim's body shape/breast size:

 

SHIFT-CTRL-C

 

cas.fulleditmode

You have to set up your Sim in CAS with smaller breasts and then find some custom content female tops that have the bigger shapes.

I've seen some around but can't remember the author/s now.

You will end up disappointed and frustrated if you try to do this.  There are a few female clothing tops that have larger breasts built in, however they are few and usually have cartoon sized breasts which look silly.

 

There are a few out there with larger nude tops, however your female Sim with have a nude top in that outfit.

 

Sims aren't meant to have different breast sizes per outfit.

Have you tried clothing made for the EVE body mesh? a lot of the clothes I've used change the proportions, primarily breast/hip/butt sizes.

No no ..... Just install better body, Dumbaby 4 breast meshes, EVE v6 and then you can inside CAS make an outfit where you choose on of the breast meshes as top. Afterwards inside accessories in gloves you can find some top if you have any CC.
Another approach would be to download the mod MC command. This is the goddess mod. What you can't do with MC Command in your MODS folder I don't know. This will let you in Live mode pick a sim and just edit everything on the spot. Also breast size.
Last option is also in live mode, but not available if the specific sim is having wicked sex that moment. If non sexual you click wicked and pick personalisation then pick Body selector (I think thats the name) and choose which of better body, Dumbaby 4 breast meshes or EVE v6 you want
If any questions just ask. I love boobs ... Small as big haha
