SMP cloaks and hair stretch to the floor

Hello guys, 

Just like the title says, every piece of outfit with SMP  from various modders, stretches to the floor alway; the body works fine.

Its a fresh install since i had to change computers and I am installing the bare minimum mods and required mods at a time to make easier troubleshooting.

Searched a bit around and it seems to be the latest version of skyrim AE/SE and hdt/smp the problem, which does not seem like i can roll back to. However, i may have misunderstood something and come here in hopes someone has a fix ....maybe?

Wrong skeleton most likely. Verify XPMSSE is the mod providing skeleton files, at least for humanoid races.
