There are multiple files at the Mega and Google sites where you download Nuka Ride, look around there

 

You'll see a file with the word VOICE in it's filename

 

You'll need that to hear the voices

No it's not.

You need the Voices file in the Optionals folder on mega. It's the 4th one down. 

Oh, and don't use this mod as it's very outdated.
