This has been as issue for years by now and there have been multiple threads like this already. As well as countless posts in the site feedback thread.
Crux of the issue is that according to management, all the sims4 droolies bring in the money and therefore there is no incentive to curb their spammy behavior.

 

I can certainly sympathize with that, but this isn't really about the sims, or their spam, just that a feature of the site doesn't work.
