Fallout New Vegas conversation issue

Hi all,

 

Just returned to New Vegas after some time away. I just discovered an issue when it comes to talking to NPCs. I attempt to talk to the NPC, however, the only options I get is "Nevermind" and "I'll be going". The only NPCS that I can talk to are named characters such as Doc and Trudy. I am attempting to start a quest mod but I cannot talk to the NPC to start the quest (A happy place). I have ran LOOT to see if it was a load issue but still having the issue. I'll put my load order below. Thanks for any help guys.

You are running new california and The Frontier.  Those aren't supposed to be run together.

 

If you are running the latest NVSE and NVSE Extender, you unfortunately also need to get rid of SexoutDrugging. It's no longer compatible.

 

piece of advise. Get rid of jocutiepie.esp=1, joteeandsleepwear.esp=1 and jowildnightwear.esp=1. That mod maker also released a complete package called Cristina's Closet and I have made that mod compatible with MaternityPackOverkill

 

Also you are not running TTW, so you don't need Maternity Pack Overkill TTW32addon.esp=1,

 

since you have SexoutCommonResources, you don't need the plugins of ElegantJeans.esp=1, unnySuit-FNV.esp=1

 

Also these 2 plugins contradict eachother (except for the typo):
