I ran the autoscan on your Buffout log, here are it's suggestions. You can open this file in Notepad or Notepad++ The most important one is to not start the new game in pre war with mods enabled. Instead, disable all mods and start the game, get out of the vault, make a save. (I recommend to copy this save to a separate folder to use as a basis for testing. Because mods can bake scripts into the save file. That way you don't have to keep running through the vault every time you are trying to troubleshoot a mod.) Close the game, enable your mods, and then start the new save you made and see if it loads. Also check the other things mentioned in this text file. Scrap Everything is a contentious mod. It can break precombines when you destroy the trash for example. There may be a way to avoid this by using previs repair pack, but I haven't investigated that. It won't break your game immediately, so it's not causing this first crash, but if you destroy enough trash with it, it will have an impact on performance and eventually lead to crashes. I don't have enough time right now to keep looking at the log but I might later.
