Other creatures behave perfectly fine as they should, but something's wrong with the draugr, and I cannot figure out, what exactly. Need your help and ready to provide any unmentioned info. I probably don't use it, but thank you for your reply. For everyone who might have similar issue, the solution for me was to build FNIS and Nemesis directly to overwrite folder instead of separate mod folders.

Hi man have that exact problem, could you tell more exacly how you build nemesis and fnis to overwrite folder? i tried to do it myself without success.

Hey. You need to modify FNIS and Nemesis executables so that they either output in the same mod folder or they do that directly in the 'overwrite' folder. ( you can change this by clicking edit in your executables list in MO, then checking or unchecking the 'Create files in mod instead of overwrite' )

Try to disable 'combat and creature compatibility' ( it's a hack rather than a compatibility AFAIK ).
