Remove all your Mods first. Delete your localthumbcache.pkg in your TS4 folder. Then test game without any Mods on a new game save instead of loading your old save. If it works OK now it could be a broken Mod or a corrupted game save. If still broken then try doing an Origin/Steam Game Repair next.
