Stealing has become permited?

There's a weird thing going on. Whenever I enter an inn, a shop or a house vast majority of pickable objects is not tagged as personal belongings. That means I can waltz into a shop, take everything from the shelves and leave with no penalty. Only random obcjets are still tagged as belonging such as some stronger potions, pelts and all that things.

My sneak level is around 90 yet pickpocketing is below 20 so I guess it's not the matter of skills.

If you are "friends" with an npc they will allow you to take certain items form their houses or stores .
