No it isn't.  esms can't be loaded at the end, so whatever list that is, it ain't a load order.

 

My guess is that you aren't using the SE version of the mod.

I am. Here's the link to it:

I did saw a "fix" where I need to check if a file named MR_RP is located in Data\MF_RP_Quests. It is there, but the quest just won't start.
