[REQ] A game-stage save tool

So I keep restarting Skyrim, and I've done the first few quests like fifteen dozen times.  I'd like to see a tool that could export my quest stage progress so that I can import it into a new character, so that I stop losing all my progress just because I swapped mods around.  Does such a thing exist?  If not, does anyone know enough about scripting to make such a thing?

 

What I'm envisioning is something that just checks how far along you are on each quest and saves only that information, not your level/health/magicka/whatever, and then lets you load it on top of a new character.
