How to make NPC´S HAVE SEX

How do I make npc´s make out with each other, with SexLab for Oldrim they only respond to player not to anyone else.

Cant even make threeways work with my situation

If by situation you mean load order then you simply need to get a mod that allows it to happen. Puppet Master will support it. SexLab Mass Matchmaker will support it (though it's not good for bestiality). A number of mods integrate it. My mod TwinsCC exists just to give you twins with which you can have a threesome for instance.

I wish I could give you a solid answer. Ashal has them capped at twenty currently (it's been less). I think that the logic is to keep people from artificially inflating their mods (remember that mods can also be liked) by getting their friends to use their likes on them - but I don't know for certain. She remains a bit of an enigma to me.

SL Arousal Redux, Arousal Based Matchmaker, SL Eager NPC's is a great combo.
