Fps drop in some city when a lot of npc are around

So I keep having fps drop because of some npc being around I dont know why it happen in whiterun, solitude etc

In door i have like 5-60 exterior too but in some city I have some big fps drop it goes all down to 20 

here my load order my destop have a rtx 2070 SUPER

also when I disable hdt smp my fps did go to normal idk why even tho my desktop should handle it

I'm not running hdt smp but I noticed an improvement when I reduced the CBPC physics aura effect via the installer (can't remember what it was called ) . Maybe there's something like that for hdt-smp?

CBPC is less demanding, but also here max radius for calculations.

body and clothing but my pc is Intel Ci7-10700/2TB HDD/512GB SSD/16GB RAM/NVIDIA RTX 2070 Super
