mostly:

bad dog made a plugin for blender.

Cathedral Assets Optimizer is what we use to port mods now instead of nif optimizer.

XVASynth is used to replicate voices.

For LE, all the tools that worked 2 years ago will still be relevant for a stable game in 2021. But like Madmansgun said, with the Anniversary addition of Skyrim dropping, an update to certain windows runtimes in SE will break a lot of mods using SKSE64, and the chance that some mods will never work again due to their authors no longer active. 

 

So either mod LE and stay safe from the dirty hands of Bethesda, and Microsoft, breaking the game with random updates, or wait until after the AE fallout and see what can be salvaged in SE for a modded game.

If you haven't already seen them, check out the guides in my signature for LE, specifically the stability guide and Conglomerate guide.  You may have had it before but the mod "Crash Fixes" as detailed in the stability guide is a must.  Also the STEP guide was updated not too long ago.
