I am bored with just beating up people, knocking them down and then them getting back up and telling me some fabulous rumour they heard. I want them to scream and run away. This is about 80% my pleasure and 20% immersion. So, I was wondering if anyone knows of any mods that add a weapon or spell that removes all dialogue and replaces it with screams and pleas for help. Thanks.

Would you happen to know where I could learn to make something like this?

Also, I may be mistaken, but would that be a Portal reference? I remember GLaDOS saying it a lot.

Yep! It's a portal reference alright ! You should check with zaz, they seem to be the one making fetish weapons and such, they might take your request. Wouldn't recommend Nexus on this one, given that they might look down upon you.

Offhand, I don't know of anything that outright replaces the dialogue, but there are a few spells and a shout in-game that trigger a flee reaction. The spells are Rout and Hysteria, both are Illusion, and cause fleeing for around half a minute. The shout is Dismay, which can work on a group of enemies. If you want to learn how to make it, I'd direct you to the Creation Kit tutorials. They won't teach you exactly how to do the things you'd like, but they will give you a firm grounding in how Skyrim works and a pretty decent introduction to scripting for the game. Hope that helps!

It does help some, thank you. I tried the vanilla spells, but the people working at Bethesda just aren't sadistic enough.
