I can't stand the board-stiffness of non-physics capes either, so I just don't use them.

 

I wish you good luck with your quest to find the unicorn- a modder who not only knows how to add physics bones to an existing garment (capes are the longest and may require more bones and complexity than, say, a knee-length sash) AND write the SMP xml to support it AND is willing to do it on request. It is a difficult, tedious job to add the necessary bones, paint the weights, then write and test > tweak > test > tweak > test > tweak > test > tweak > test > tweak > test the xml. I have tried twice and failed miserably.

 

There are several SMP physics-enabled capes available for SSE. Your might want to examine an SMP cape in NifSkope to see how it is constructed. I used 3DS-Max on both of my tries and failed both times. Since then, my Free Student License has expired :classic_ohmy: and I can no longer use 3DS-Max so I deleted it from my machine. Here's a tutorial video that might help you.
