Violens and more Decaps

Anyone know how to trigger more decapitations by npc vs npc?  Not sure if there are other config file/tweaks but it seems real hard to get this to happen, it seems that even if set to 100% other kill moves are being performed by great swords, maces, hammers.  I have tried Mixed, Custom, and 100% killmove.  

 

It seems like in the past it worked pretty good, so not sure if it's a load order thing (mine seems to be close to the bottom) or another mod is getting in the way

i don't use Decaps since it crashes the game when you use Blush when aroused but isn't there an option to on and off the perk condition?
Maybe you just have forgotten to turn that off.

Understood.  I don't use any of the face stuff so I won't get that ctd on decap, I have decaps set to "on" instead of "perk or off"
