Having trouble with hkxcmd.exe/FNIS

I have no idea what happened. I update FNIS to 7.6 (haven't played in a while) and now I'm having an issue where I can't do anything at all when it comes to mod deployment or trying to run FNIS, as I don't have permission to do anything to a single file. I can't even delete it.

Google is failing me as all the advice is "Move it out of program files," which is useless for me, as I haven't had any of my steam installations in Program Files in years. not that it would help, I can't move the file.

Even giving myself full Control over the installation folder didn't work, as the .exe file denies access.

I Regardless of Save or Revert, nothing works. I've tried reinstalling, I've tried removing completely and installing a fresh download of FNIS. I cannot get past this.

Try going directly to the path for the executable, right click the parent folder "GenerateFNIS_for_Users", choose properties and click Security tab, is it showing that your username has Full Control there?  If not, then you may need to find a parent folder above that which does have full control, Click the Advanced button and choose the box for "Replace all child object permission entries with inheritable permission entries from this object"  which should propagate your rights down the line.  It sounds like something hosed your file permissions, and the top folder looks correct but that doesn't mean the folders underneath that will be the same way.
