Using artist digital tools like Substance Painter, Phostoshop, etc.
And if I remember correctly there was something already created in ur description by Asian modders long ago. Try to search it with google translate on Chinese and Japanese.

Couple of it was here in some search posts, but it was long ago. There are many blogs for skyrim by asian modders. 2 big China mod sites are 9Damao and Baidu, Japanese mods are mainly small blogs where mods are posted. Each modder has its own blog. Google search.
