Texture mod performance issue?

I just installed a few hi-res texture mods on a pretty vanilla setup. I'm getting serious lags and frame drops. Am I running out of VRAM? CPU and GPU usage aren't too high. 

 

The texture mods I installed are Skyrim 2018/2020 Parallax (8k?), Noble Skyrim. I'm running the game in 2160p using performance ENB settings. Before I could get ~55fps outdoors and solid 60fps indoors. MSI afterburner says I'm using 7.8GB vram on gtx1080. I never expected this bc when I searched around for VRAM usage estimates they were well below 8GB. But I guess 4k changes things?... Any suggestions on how to maintain framerate in my situation?... Thanks

 

Edit: Also I'm running the game on an HDD... because my SSD is only 120GB.

OK. Installed 4k instead and the lagging/frame drops are gone. Still lose a few frames compared to no texture/parallax, but I suppose it's fine. Uses about 7.5GB VRAM in outdoor scenes; without 2020 parallax, uses about 4GB running in 4k high preset. Might lag in more crowded areas, not sure.

 

Also not sure if I'm looking at 4k/8k texture on lakeview manor or just 2K but there is visible blurring viewing in 2160p. So the extra cost of 8k is not for nothing.
