It's probably because Scarlet uses a later build, so Umodel can't read the files. Probably not a hard fix to make. After all it's right before UE5, so I'm sure they are using the absolute bleeding edge build of UE4. So the tools just have to catch up. BUT - this is all "educated" speculation. I could be entirely wrong. The ONLY thing I know for certain is the game uses UE4 and by your words, umodel currently isn't work with it. Whether that's down to the version number or because the developers did a custom version of UE4, is someone's guess with far more experience then I.
