Blank Sims 4 Start Up Mod/Setup?

Is there a way to start a Sims 4 game with 0 NPCs, 0 Buildings so I can build up each world as I would like?  Or is the only option is to literally bulldoze each lot and delete each sim one by one?

Bulldoze lots, delete households. However, you can then save that empty world, and each time you start a new game, load that save and save as a new one. Someone created an empty world and posted the save file on MTS (I don't know if the house holds are deleted or not);
