Is there any chance this is or could be used as a Mod Resource?

You can use any gif, separate it into the single images,  convert the images to dds ( and cut the 256, 512, 1024 size )

 

In Lovers Bitch you have different nif. Even with changing pictures. Or a table.

In LL Nudes you have the big screen.

In Lovers Crowning Isle you have the picture in the SOAP.

 

If you use it I would use different pictures/movies so that people don't see the same again and again.  Use the nif but not the dds.
