I cannot find the file, the only one I can download is the latest version that does not work for me. Thanks for any help!

The reason is legal copies of Sims 4 get updated and mods must also be updated to function properly. Imagine the problems if TURBO had several different versions posted. People would download all of them and their game would never work and bombard the forums even worse. It's also done to stop support for hacked games as per LL forum rules. Short answer: Now you need to update your game.
