bug Crossbow bolt will not Loose

So after having my rig completely rebuilt from the ground up fresh install of everything I got back into modded skyrim, and have run into a fantastic issue... I can't fire my crossbow, I hold  it up, aim it ready to fire... and the bolt doesn't loose from the catch... it just stays there, and it isn't just my character, NPC's also can't fire their crossbows Poor Urag just stands there staring down the sight of his crossbow unable to fire... I am posting my Load order along with this post...
