How to get rid of NAP ( Neighbourhood action plan )

I really want to repeal the NAP who cuts the electricity for 12 hours.

I have seen somewhere else that if you have cheats enabled you could use the button on  the mailbox saying repeal NAP.  Yes the only button I can find is saying vote to repeal the NAP.

So how can I get rid of NAP

Shift+Click on mailbox to use the cheat and you can add/remove whichever you want.

 

Go into game settings/ECO and disable NPC NAP voting to prevent them from doing it again later.
