Gender Preference Distribution Weights settings

I was curious as to how these settings are supposed to actually work. I think it's a very welcome feature but I'm not really seeing much of a difference over EA's happy straight world and I was wondering if maybe I'm not quite understanding this right.

The update patch notes state the following:

This menu is for adjusting newly generated Sims gender preference distribution weights. To simplify, when a new Sim is added to your world, they randomly choose which sex they are attracted to, and these values decide about it.

The main question I have is: do the settings apply to sims that are generated through birth or is this exclusive to randomly generated townies or sims I hand-pick to add to my save? I use the NPC Control mod so I never have random townies spawn. I like to keep EA's monstrosities out of my game. All of my new generations are done through birth. Do these settings apply to those sims? If so, at what part of their life cycle do they kick in?

I've been monitoring the gender preference in the sims that have aged up to teen and I'm seeing that everyone is straight even though my settings *should* curtail that from happening.

I'm bringing this topic up again because I've had a pretty fair amount of playing since this feature was introduced.

From what I see, these distribution settings do not apply to sims that are introduced into the save from birth. Only sims that are placed in the world. Every NPC that is born and grows up into adulthood is straight. It doesn't matter to what extreme I change these settings.

@TURBODRIVER Is this intended or just an oversight? Is this something that could be done?

I've looked through MCCC extensively to see if there's some kind of setting that's overriding WW but I can't seem to find anything. I think it's just EA's normal gameplay routine. It's a disappointment for people like myself who play with aging on and population growth because this feature doesn't affect new sims born into the world.
