Code 3 ??

Hi all i was wondering if anyone can difrect me to any infor on code 3? I have a teen sim and when i try to get others to do the naughtys with him it dosnt show any sims and says code 3? Ive put the settings to allow teeage to join in but i cant figure out if there is another setting or somthing i need to change?

Can anyone help?
