I changed all pregnant settings as I could

However, you definitely need to set "OptionSettings.PregnancyDisabled" to "false" to get your sims pregnant  !

This entrance in the menu is one of the many untranslated keys and may a little misleading for non native English speakers.

Set it to "false" and be a little patient.....

But be aware, as i see your other settings there, your sims will be pregnant all the time. Later you need to lower the values, I think.

However, if your whole city is pregnant after a while, set this option back to "true", then all pregnancies will be removed immediately again.

Good luck !
