Can't visit neighbour apartments in CityLife

Hello,

I've got the city life addon.

Currently I am not able to visit my neighbours apartments.

If I do so, the apartment is empty and I can't enter the apartment. 

 

Anybody has a solution for this problem?

The apartment is definitely not empty as I checked this in the map of the worlds.

Solution: Knock on the door.

Even if the game makes it look like you already knocked, when you chose to visit the apartment, you need to knock again once you "arrive" (like with houses). The problem is that, while you're really just walking over to your neighbors next door, it is actually a travel to another lot - and those are apparently all handled in the same fashion, so it's not the same hallway before and after the loading screen (or something like that). Honestly, I've given up on trying to understand, exactly why the game does certain things in rather weird ways.
