It could also be that the person took a eye and modified it to be bigger. If all else fails have player sit on a tack that should get those eyes big. But I would say that the eyes in the picture have been modified to that size must be a custom one as I haven't seen anything that big anywhere. *edit there is also this one http://skyrim.nexusmods.com/mods/12944
