TS4 Script missing when launched

When I go into a world it says the Turbodriver_WhickedWhims_Scripts.ts4script' file is missing or cannot be loaded. Mod scripts and cc is enabled, Ive re downloaded wicked whims twice and I can see that I have the file that is "missing". The tuning package is there  apparently but the script doesn't launch.

Did you enable the script mod in the game settings?

I tried disabling and re enabling it multiple times while restarting the game and my pc and it still wont work

Make sure the files aren't too deep, otherwise the game won't see them.
