There's a handful of mods on LL that change up the prison system - Prison Overhaul Patched is my personal favorite, but I've also seen things like SewerRats, Raven Beak Prison, and even Cursed Loot has its own alternate prison.

 

I use a modified version of Higher Bounties for Crimes (I increased them even further because I was using a mod that increased prices overall), which not only increases the bounties but has variety in them. There's also things like NARC and RAID to improve the stealth system.
