it helps if you expand on what mods mods you are talking about, the mods work fine, you did something wrong, the waste of time is your thread, no info, no problem listed or mods that you used

ok, so it downloads. i extract to folder of same name. i open up fallout in steam and go to properties. browse local files. i then copy files from extracted folders into f4's data folder. run game using the f4es launcher, and  . . . nothing, base vanila game

Did you want help or just to whine about it? You've not explained what mods you're trying to get to work or anything. Also this should really be in the Technical support area not the downloads area.

I knew nothing about modding when I started, you're being incredibly immature, you know this website is for over 18s only right? This community is very friendly and would be more than happy to help you but acting like a spoiled jerk isn't a good way about getting help.

all you hade to do is asked for a guide and state your problem, as @KitKatKseniya posted a guide link, that simple, but you must provide the information, in the future use your intelligence and learn how to communicate

Nope.  Most here don't have any of that.  We are just smart enough to learn to use google to search for things, watch videos and follow the instructions on the mod OP page.  Seems like the intelligence problem is all on YOUR end.  Perhaps you should just stick with consoles.
