FPS drop/ lag

Good day.

 

i got a problem about my skyrim LE. Ive made a new play through for about 40 hours or so, then one day it suddenly just fps drop or just laggin, ive tried googling in the skyrimprefs.ini, and set my fps on the screen to 60hz.

 

First i had problem, with the flickering water thingy, then i got it to work, with setting my hertz to 100, then one week later it didnt work then i tried to set it to 60 hz and it worked but now its just laggin, and when i put it on 100 hertz again it still lags.

 

ive got amd Ryzen 7 8-coreprossor and 16g ram and my gpu is AMD radeonRX 5700xt, so nothing on that part, and just for fun i set the settings on the game to low it still lagged so now im out of ideas any help? Sorry for english

Let me suggest that you look here for the tools and approach you need:

I somehow fixed it, by turn off my pc and turn it on again. But now it flickering again
