Why am I only allowed to send 0 messages per day?

Ok, so I just recently created this account, and for some reason I can't send messages to anyone at all. So when will I ever send messages?

 

Edit: Strangely enough, after making this message, I'm now allow to send messages. Even if that's the case, why aren't accounts allow to send messages when the account is made? Is it to prevent spambots?
