Lighting changes when moving

A while back I started suddenly experiencing this weird problem where whenever I move in any direction except forward the lighting would flicker.

 

Here's a gif of what it looks like.

Here's my load order.

 

I uninstalled ENB, uninstalled any lighting mods then reinstalled them again, still the problem persists.

 

I ignored it for a while thinking it was just a temporary glitch which in hindsight was probably a mistake since I can't go back to a save from before this started happening without losing a ton of progress.

Unless you have Sktrin SE, unless you have converted it, this is wrong , and must be removed or replaced with the correct version

Being a Master, he must stay much higher, together with the other Masters

 

Does the problem arise when you have a spell in use?

Oh, good catch! I removed the Hunting Cabin esp and put the Hideout esm with the other masters.

 

Yeah, the problem persists even when I have spells in use.

I think he meant does it happen without the spells equipped.

 

You don't need these and the NPCs one if you are using the AIO esp.

Did you try with a new game when you had uninstalled or did you just use an existing save?

Being a mod that allows you to have a lantern hanging from your belt, this cannot be excluded: when you move forward, the lantern (for obvious logic) , goes backwards by moving the beam of light. This occurs in reverse, if you go backwards, the lantern (and the light) will be projected forward. This happens until you stop, and the lantern (and the light) returns to its starting position.
The advice therefore is to try to disable ( don't uninstall) the mod, start a new game and check if the problem recurs
