From what little I remember, there are no level lists for these items to be found as loot, they have to be crafted or console added, or use something like additems or other mods that allow it to get them, and off hand I am not even sure about the crafting option either, it has been a long time since I used this armour mod.

That sounds like the mod itself is not installed at all, is the esp for it active in your load order, if it is not too sure what the issue is.

You have to down the text file with the mega link then do a copy and paste to a new web tab to bring up the actual file to download

it links to a mega page saying empty file
