OK, more questions, What is the armour called set that this cloak comes from? Is it always like this? Or does it just spaz out like this occasionally? In My Experience, HDT-PE cloth physics has a tendency to "play up" If you unequip and re-equip the cloak does it fix it, even if temporarily?

As soon as i wear the cloaks,this happens every time,and very fast!! when i re-equip the cloaks its normal fr 2 or 3 sec.

Sorry, Tried it, cannot get it to fail Worked as well as any HDT-PE clothing I've used which doesn't help you at all, tried with the rest of the armour set, with other HDT-PE clothing and with HDT-SMP clothing. Nothing had the issue you had. You didn't try to modify the mesh with OutfitStudio or Nifskope did you?
