You think that if a little girl has boobs, it would not be lolicon? She has the body of a teenager and in the creation of such a body not everyone will be interested.

Install this mod http://skyrim.nexusmods.com/mods/12951 It adds a race called ygnord which looks to have the body you want, finding the right hair and the other face parts I leave up to you but recreating that character should be easy enough.
